This process forces air to move out of the lungs. As long as the air pressure levels between the lungs and atmospheric pressure are not balancing, air will move out of the chest until the equilibrium is achieved. The elasticity of the lungs is what helps it recover from inhalation stretches. When you blow air into a balloon, it is a forced exhalation and is normally initiated by the abdominal muscle and intercostals muscles, they--generate pressure that forces air out off the body.
An important function of the respiratory system is to keep the acid-base of the body balanced. This process is known as homeostasis.
