HRP Associates, Inc. Completes Remediation & SCCL Closure at Japan Manufacturing Facility
HRP Associates, Inc. (HRP), an environmental engineering consulting firm, assisted a global manufacturing company with the closure and divestiture of its manufacturing facility in Ibaraki Prefecture, Japan.

The closure process included a Phase I, Phase II and Phase III Environmental Site Assessment to document the overall conditions at the property and ensure that sufficient funding was in place to complete the closure process under the Japanese Soil Contamination Countermeasures Law (SCCL). HRP and its Japanese partnering firm utilized the results of these investigations to open negotiations with the environmental regulators at the Prefecture and to facilitate the sale of the property to a neighboring manufacturing firm on an expedited basis.
Subsurface assessment at the Phase III level included evaluation of underground oil lines which were suspected to have been damaged by the March 2011 earthquake. Recommendations were made to temporarily replace the lines, based on those investigations.
The site building suffered significant damage as a result of the earthquake. HRP provided assessment services to document the presence of damaged asbestos-containing materials within the building and provided interim isolation and control measures to allow safe continued use of the building during the plant shutdown and decommissioning process.
Following work scope negotiations with the Prefecture, HRP performed additional iterative investigations required to assess whether any areas of the site would be classified as contaminated under the SCCL. One area of soil impact above SCCL criteria was identified for which remedial actions were warranted, resulting in the listing of the site on the SCCL registry.
HRP designed a remedial action plan for the site to address both the SCCL exceedances (which extended beneath the site building), and other environmental issues requested by the prospective purchaser as a condition of sale (underground tank and piping removal, petroleum-impacted soil delineation and removal, historical incineration ash deposit removal).
HRP subsequently assisted the client with the remediation contractor bidding and selection process, and provided remedial oversight, testing, reporting and public outreach services during the site remediation and restoration phases. Upon completion of the soil remediation and site restoration, the site was delisted from the SCCL registry in time to allow the site to be sold as "uncontaminated land."
