CALIFORNIA REDEVELOPMENT ASSOCIATION HONORS MCDONOUGH HOLLAND & ALLEN'S DAVID BEATTY WITH LIFETIME ACHIEVEMENT AWARD
SACRAMENTO, Mar. 16, 2010 - The California Redevelopment Association (CRA) has honored McDonough Holland & Allen PC (McDonough) retired shareholder and veteran land use attorney David F. Beatty with its Lifetime Achievement Award for 2010. Beatty, who was a registered lobbyist and general counsel to CRA during his nearly 30-year career at McDonough, was honored at the 2010 CRA Conference in Pasadena, Calif. on Mar. 10.
"We are extremely pleased to see Dave honored by CRA for his considerable achievements. Dave is our second colleague to receive this prestigious award in the last three years. Shareholder Joe Coomes was similarly honored in 2008," said Ed Quinn, managing shareholder at McDonough. "We value Dave's contributions at the firm immensely, as he served as a role model for countless younger lawyers in developing creative approaches to solve legal and practical business problems. What's most notable are his impacts on redevelopment throughout California, through his lobbying activities and his ability to draft and influence important redevelopment reform legislation."
Beatty's practice focused on redevelopment, municipal and land use law. As counsel and a lobbyist for CRA, Beatty played an instrumental role in both drafting and defeating major pieces of California redevelopment legislature. He was a key player in passing AB 1290, the landmark redevelopment reform legislation, in 1993, as well as numerous other bills affecting redevelopment.
In addition to his responsibilities with CRA, Beatty served as special counsel to a number of redevelopment agencies throughout California, assisting them with the formulation, adoption and implementation of their redevelopment plans and projects and in related litigation. He also negotiated and drafted agreements for a wide range of complex, high-profile projects statewide, including the one-million-square-foot Pixar campus in Emeryville, hotels in Healdsburg and Modesto, the Jungle Land project in Thousand Oaks, and mixed-use projects and shopping centers in Santa Rosa and Pleasant Hill.
Prior to joining McDonough, Beatty spent six years as a lobbyist for the League of California Cities in the state Legislature and before state agencies, during which time he developed and drafted bills regarding regional and state land use policy, coastal planning and regulation and agricultural land preservation.
Beatty was a frequent speaker at programs sponsored by CRA, the League of California Cities and the County Counsels' Association. He was a co-author of several editions of Redevelopment in California, a recognized treatise, and a contributing editor to the Continuing Education of the Bar's Land Use Forum handbook. He also taught courses in municipal law and land use law at the University of California, Davis School of Law and was an active member of the Urban Land Institute.
Beatty earned his J.D. from the University of California, Davis School of Law (1972), his M.A. from the University of Chicago (1968) and his B.A. from the University of Wisconsin-Madison (1964).
