Rules would force drivers to wait a year before taking a test, restrictions on use

California, CA (prHWY.com) November 19, 2012 - San Francisco, CA- Insurers are making a stand and saying an overhaul of the requirement rules for young drivers needs to be implemented to cut the death toll on the roads. The average premium for a male aged 17-22 is $2,200, while a woman of the same age is nearly $1,400. That disparity will vanish when the European Union implements gender rules in December.

Director of Broker AA Insurance, Simon Douglas, said: "If you are a new driver, insurers can only set their prices on what they see in the accident statistics."

These indicators make for a depressing read, as more than 2,500 drivers aged 17-24 were either killed or severely injured in the latest statistics from 2010. That tally is more than all injuries and deaths for those aged 30-44 years old.

Nigel Bartra, the senior motor underwriter at Aviva, says, "About 65p in the pound of what is paid out in claims for younger drivers goes on paying for bodily injuries to the driver and their passengers.

The ABI is positioned for wide-sweeping changes in the way the youngest of drivers are licensed. The move would force them to spend a full year on the road before they can even take a driving test. Young drivers would also be restricted on when or how they drove their car.

Young drivers and their families will have to find way to avoid the largest of premiums.

Graeme Trudgill, head of corporate affairs at the British Brokers' Association remarked: 'Three factors influence what you pay for insurance: who you are, where you are and what you drive. The only one you can really change is the car."

Bartram stated that, though it may not be the 'coolest' choice, using a car with a small engine and keeping a good safety record should be considered. "Think about unfashionable cars you never see younger people driving. These show up more cheaply on insurers' systems. I bought my son a Skoda Felicia when he was getting started."
