Experts say that the south African country has failed to provide adequate training to teaching staff for whom English is a second language.

The report shows that 70% of teachers in senior secondary schools cannot read and write basic English; and only 63% of junior secondary teachers have a meagre grasp of English.

Around 23,000 teachers sat an English language proficiency test in September 2011 as part of an education ministry strategy to identify training needs. The test, which was organised by the University of Namibia, assessed grammar, comprehension and writing skills and it revealed how insufficient the country's teachers are in the language.

The examination found that only 18% of teachers scored between 75% and 92% but even those who did well made mistakes with capital letters and punctuation, subject-verb agreement, singular and plural forms and articles.

Up to 30 languages are spoken in Namibia, but English has been the main language of education in most classrooms in the country for almost 20 years. However, experts argue that there is a direct link between the low language skills of teachers and the students' exam results and nearly 50% of 16-year-olds failed the junior school certificate in 2010.
